What a difference a year makes. It was the turn of China’s economy to disappoint this year, although recent news suggests the country has now turned a corner and the government will maintain its 7.5% growth target. But all is not optimistic. Some big-name foreign MNCs are pulling out of China, hurt by local competition and a still uneven playing field. The banks and shadow banking sector remain a concern. Novel currency volatility has shaken the markets and who’s to say that won’t happen again with onward losses for mainland corporations and banks. Even the bond markets experienced default for the first time.
What is the right response to this picture? Independent forecasts for economic growth range from 7.5% to more than 8%. The rise of sophisticated local companies is a measure of progress not a problem. There has been a huge credit spurt in the last five years, but the government is acting to cool bubbles and to liberalise the banking sector. And the supposed issues in FX and bonds are the result of the desirable transition to less managed, more responsible practices.
And nowhere is China’s commitment to financial reform more evident than in areas directly relevant to corporate treasurers and CFOs. Liberalisation of cross-border cash movement continues apace; the Shanghai FTZ is now a legitimate candidate for locating an Asian regional treasury centre; we have also seen the first onshore RMB bond issue by a foreign company.
